9-1-1 Public Emergency Reporting Service

Bell Canada announces the publication of Bell Interface Document BID-0028, 9-1-1 Public Emergency Reporting Service (9-1-1 PERS) Network-to-Network Interface Between Wireless Service Providers (Wireless Carriers) and Bell Canada Network, dated October 2002. This document describes the interfaces between Wireless Service Providers (Wireless Carriers) networks and the Bell Canada 9-1-1 Public Emergency Reporting Service network. These interconnections allow 9-1-1 calls originated from cellular wireless devices to interconnect through the 9-1-1 PERS network to Public Service Answering Points (PSAPs). These connections are made through dedicated trunk interconnections, using the ISDN User Part of the CCS7 Signalling specifications (CCS7 ISUP). The document defines specific ISUP Initial Address Message (IAM) parameters to be used.

In addition, the document also describes a Data Network Interface to be used by the Wireless Service Provider to enter Emergency Service Routing Digit Information into the 9-1-1 PERS Data System for each wireless cell site and sector on its network. This provides information that is used to define the appropriate routing and display for wireless emergency calls received at that cell site/sector.

Interconnection arrangements based on this interface specification are expected to be available by IQ 2003.

Compatibility Impact:

Any Wireless Service Provider originating 9-1-1 emergency calls and subscribing to Bell Canada’s WSP E9-1-1 service will need to implement the Network-to-Network Interfaces defined in Bell Interface Disclosure Document BID-0028.

The interface specifications are contained in Bell Disclosure Document BID-0028, 9-1-1 Public Emergency Reporting Service (9-1-1 PERS), Network-to-Network Interface between Wireless Service Providers (Wireless Carriers) and Bell Canada’s Network.

Bell Canada Interface documents are available in both electronic and hard copy formats. Bell Canada will charge recipients $50 for each electronic copy version, and $65 for each hard copy version.
